Catholic Construction Services was established by the Archdiocese of Atlanta to manage the design and construction of all parish and school large capital projects and all real estate acquisitions and dispositions.  

Our office assists all parishes and schools in the planning and execution of construction and large maintenance projects. Since our inception, we have been involved in the construction of more than 500 building projects valued at over $500 million and more than 150 land acquisitions and sales.  

Our planning and support services are for the following projects at archdiocesan locations:  

  • New construction 
  • Facility renovations 
  • Major building and grounds repair 
  • Mechanical equipment replacement 
  • Building committee formation 
  • Master plan updates

Project Requirements 

All parishes and school capital improvements must be reviewed by the archdiocese to ensure compatibility with the overall archdiocesan plan and the plans of other parishes and schools in the immediate vicinity. There is a preliminary financial review to determine if a given project is financially feasible. 

In addition, written permission from the archbishop is needed prior to committing the parish or school to the expenditure of funds over $10,000 for any of the following: 

  • Building new facilities 
  • Remodeling facilities 
  • Major repairs to any buildings or grounds 
  • Repair or replace mechanical equipment, including HVAC 
  • Repair or replacement of roofs, parking lots or playgrounds 

Many times, during the budgeting process, the Office of Catholic Schools and Office of Finance will approve a project that is funded through the school’s normal budget cycle, usually through tuition, gala and/or annual fund.   

For CENGI schools, if the project is approved during the budget cycle, no official approval is needed from CENGI. However, the school must still seek pastoral approval. In the letter to the archbishop, the principal of the CENGI school should state that CENGI has approved the expense during the budget cycle and that the cost of the project will be funded through tuition and additional means (annual fund, capital campaign, etc.) 

Facility Inspections

Catholic Construction Services conducts annual facility inspections for all archdiocesan parishes and schools. This inspection includes all buildings, rectories, outbuildings, storage buildings, parking lots, athletic fields and grounds.

Certified inspectors perform these inspections and will contact the parish and school to schedule a time to perform these inspections. These facility inspections are done in addition to the annual safety inspections conducted by Catholic Mutual insurance.

Facility inspection reports provide information to the pastor/principal about various maintenance issues and help them plan for the upkeep and repair of facilities. Inspectors will look at the interior and exterior of all structures, including the roof, HVAC systems, windows, flooring, plumbing and electrical. Inspectors also review life safety issues, which should be addressed as soon as possible by the pastor/principal. 

When inspection is completed, a report is provided to the pastor or principal. Some repairs or replacements may warrant the engagement of specialized consultants (HVAC, roof, electrical).  In these cases, a CCSI Program Manager can be assigned to recommend or assist with contacting vendors to perform needed repairs.
